NEW DELHI: The “Blockchain for Governance 2025” workshop, organized by STPI Apiary’s Blockchain Centre of Entrepreneurship (CoE), successfully concluded in Chandigarh on Thursday. The event brought together 120+ delegates, including senior government officials, technocrats, academic leaders, and startup founders, to explore blockchain’s transformative potential in public administration.The workshop witnessed a remarkable shift in perspective among Government of Haryana (GoH) officials—from initial scepticism to enthusiastic endorsement of blockchain’s role in fostering trust, transparency, and efficiency in governance.
Key highlights of the program include sessions delivering insights from senior Haryana officials, including D. Suresh, Principal Secretary, Industries & Commerce, Rajiv Ranjan, Principal Secretary, Labour and Dr Rahul Narwal, Director & Special Secretary, IT, outlining the state’s commitment to blockchain-enabled governance. Ashok Gupta, Director, STPI Gurugram & CEO, STPI Apiary CoE, emphasized the need to transition from legacy systems to blockchain-driven solutions for public sector transformation.
The workshop included technical masterclasses from experts like Prof. Subodh Sharma (IIT Delhi) and Dr Ras Dwivedi (IIT Kanpur), who demystified blockchain architecture and showcased successful e-Governance implementations. One of the workshop sessions on the Blockchain Evaluation Framework had esteemed speakers like Shri Aravind Voruganti (Global VP, IDS) and Shri Dayal Mukati (Principal Architect, IDS), who guided attendees on selecting and deploying blockchain solutions across sectors like health, finance, and citizen services.
It also featured a special session on state blockchain use cases, where Rama Devi Lanka, Director, Emerging Tech, demonstrated Telangana’s successful blockchain implementations in the field of land records system—reducing disputes, tamper-proof procurement platform, and proposed collaborations with Haryana for agriculture/ urban governance. Similarly, S. Jayanthi, DDG, NIC Karnataka, outlined NIC’s national blockchain roadmap focusing on real-time verification and data integrity. She highlighted Karnataka’s successful blockchain-based university credential system reducing fraud, with plans to expand to healthcare and PDS for seamless interoperability.
Pankaj Thakkar, Chief Mentor, STPI Apiary, Rajat Jain, Co-Founder, Padup Ventures and Chetan Sharma, COO, STPI Apiary, called for departmental proof-of-concepts (PoCs) and multi-agency sandbox environments to accelerate implementation.
The workshop concluded with a shared vision for Haryana to emerge as a model blockchain-first state, leveraging policy support, institutional collaboration, and startup innovation.
