Shashi Goyal, topper of the 1989 Civil Services batch and a senior Indian Administrative Service (IAS) officer, has been appointed as the new Chief Secretary of Uttar Pradesh. He succeeds Manoj Kumar Singh in the state’s top bureaucratic post.
Goyal holds a B.Sc (Hons) degree, a Master’s in Computer Applications, and an Executive Master’s in International Business (EMIB) from the Indian Institute of Foreign Trade (IIFT).
Before his elevation, Goyal was serving as Additional Chief Secretary to the Chief Minister, with charge of the Civil Aviation, Estate, and Protocol Departments. He also held the position of Additional Resident Commissioner of Uttar Pradesh.
Over the course of his career spanning over three decades, Goyal has held several key administrative assignments in the state. He began as an Assistant Magistrate in Etawah and later served as Joint Magistrate in Mathura. He went on to serve as District Magistrate in Deoria, Mathura, Etawah, Prayagraj, and Aligarh, in addition to roles such as Managing Director of UPDESCO and Additional CEO of Greater Noida.
At the central level, he served as Joint Secretary in the Department of Higher Education under the Government of India.
Goyal has been a core member of the state administration during Chief Minister Yogi Adityanath’s tenure, handling various strategic responsibilities within the Chief Minister’s Office. His appointment signals continuity and experience in the state’s top administrative leadership.
In addition to the Chief Secretary, Goyal will also hold the charge of IIDC; Chairman PICUP; CEO UPEIDA & CEO UPSHA, along with ACS, Coordination & Project Director, UP DASP.
