Govt orders twin inquiries to probe incident

Jammu, July 25: The government on Friday ordered twin inquiries to probe into the incident of the killing of a youth in Phallian Mandal area in Jammu, allegedly in Police action while chasing suspected drug peddlers on the evening of July 24.

The District Magistrate Jammu, Sachin Kumar, ordered a magisterial inquiry into the incident that occurred at Surey Chak, Phallian Mandal in Satwari area of Jammu.

Meanwhile, the Senior Superintendent of Police (SSP) Jammu, Joginder Singh, directed a departmental inquiry by DySP Headquarters Jammu while placing two officials of the District Special Branch (DSB) Jammu under suspension, pending investigation.

Inquiries have been ordered after the incident triggered a protest by the family of the deceased youth, and Chief Minister Omar Abdullah, MP Mian Altaf and former Chief Minister Mehbooba Mufti, besides several other politicians, demanded transparent and time-bound probes into the incident.
Following the incident, an FIR has been registered at Police Station Satwari under Sections 109(1), 3(5) of the Bharatiya Nyaya Sanhita (BNS) and Section 3/27 of the Arms Act.

An official spokesperson said that taking serious note of the incident, as reported by the Senior Superintendent of Police, Jammu, the District Magistrate (Jammu) initiated a magisterial inquiry to ensure a fair and impartial examination of the facts and circumstances leading to the incident.
“The inquiry will be conducted by the Sub-Divisional Magistrate, Jammu South. The Inquiry Officer has been directed to complete the investigation within two weeks from the date of the order and submit a detailed report to the District Magistrate for further necessary action,” the spokesperson said.

Meanwhile, SSP Jammu has placed two officials of District Special Branch, Jammu – Head Constable Baljinder Singh No 1632/J PID No EXJ997434 and SgCt Pawan Singh No 2070/J PID No EXJ076429 under-suspension with immediate effect, pending investigation of case FIR No 153/2025 registered on July 24, 2025 at Police Station Satwari u/s 109(1), 3(5)/BNS, 3/27 Arms Act.

As per an order issued by SSP Jammu, these officials will remain posted in DPL Jammu and will deposit uniform articles in the DPL store.

However, they are entitled to draw subsistence allowances as admissible under the rules.
“DySP Headquarters Jammu is directed to hold a departmental enquiry against them. The Enquiry officer shall complete the proceedings on merit and submit findings to DPO Jammu for further necessary action,” SSP Jammu ordered.
